Lieutenant Bill Bainter is the Statewide Commercial Enforcement
Coordinator for the Nevada Highway Patrol (NHP). He has extensive
experience with the motor carrier industry and was assigned this
position in July of 2003.
Lieutenant Bainter is a 15 year veteran who began his career with the
Nevada Highway Patrol in 1988 as a Trooper assigned to traffic
operations in urban Las Vegas. He transferred to urban Reno in 1991
where he worked both traffic and commercial operations. During this
time, he was actively involved in a variety of programs that included
accident reconstruction, field officer training and commercial
enforcement.
In July 1996, Lieutenant Bainter was promoted to the rank of sergeant
and transferred to Elko, Nevada where he was assigned to commercial
operations. During the Seven years that Lieutenant Bainter served as a
Sergeant, he worked both Elko and urban Reno in commercial operations,
and headquarters as Commander for the Department of Public Safety (DPS)
Internal Affairs Unit.
From January 2002 to July 2003, Lieutenant Bainter was placed in an
Acting Lieutenant position for Reno Commercial Operations and later the
General Service Bureau in Carson City. In this capacity, he gained a
variety of experience managing different function of the Division that
included commercial enforcement, the Management Review Inspection Team,
Vehicle Fleet, Communication Center and Computer Aided Dispatch.
Lieutenant Bainter is a Graduate of the University of Nevada- Reno and
holds a Bachelor of Arts degree in Criminal Justice. Lieutenant Bainter
received specialized training in traffic accident reconstruction from
Northwestern University Traffic Institute, Internal Affairs
investigations from San Jose State University and multiple Commercial
Enforcement training courses from the Federal Motor Carrier Safety
Administration.
